GPU wattage capped at 85 watts in Lenovo LOQ 15AHP10 RTX 5060

I recently got my new Lenovo LOQ and while I am playing graphics-intensive games like Expedition 33 and Cyberpunk 2077, it never goes past 85W, as if it was capped to it or something. However, my GPU should have a TGP of 100W. I already optimized my Vantage settings to let GPU cTGP be 100W and maximized CPU to GPU Dynamic boost to 15W and zero for vice versa. I have a 170W charger brick which I thought could be the reason, but upon researching it is way more than enough.

Also yes, the games I am playing should be using maximum wattage. I use the exact same setting and tested the same areas as benchmark videos, and they get full wattage meanwhile mine however around 80-85.

Are there any secret setting that could be limiting this?

Do I need to undervolt if I am constantly using a laptop cooler?

I recently got a Lenovo LOQ 15AHP10 Ryzen 7 250 with RTX 5060 and I am debating whether I should be undervolting it for maximum performance. I care most about getting the most FPS as much as possible, so I already optimized all of my driver and software settings for it. From what I read online, the main advantage of undervolting is stable FPS due to lower temps, but I am using a laptop cooler on full blast every time (never reaching above 75 degrees). Should I still undervolt it?

What difficulty mod is best to pair with Level Uncapped Mod?

I'm playing the game for my third time (first time since 2+ years) and I wanna relive the game again in a relatively vanilla way while adding QoL mods. The thing I want to add this time is the Level Uncapped Mod as I am the type of person who likes to kill everything I can kill and be rewarded with EXP for it, where the level cap kinda stops that at the middle of Act 3. However, I also want to feel progression in terms of enemies past those levels as well. I know there is a mod called Scaling Difficulty but I only preferrably want it applied once I go past Level 12

Notes:

Before anything, I would like to say this: Assume these are the only options present and don't consider any other brands or variations of gaming laptops.

I am stumped on what to get between the two right now. Asus V16 clearly has an edge with its more modern CPU, but it is heavily limited by only having 70W CPU+GPU power, whilst Gigabyte A16 can reach upto 85W.

Does that 15W make a significant enough change to make it run generally faster than Asus V16? I tried asking ChatGPT and it said Asus V16 is more "stable" even though it incorrectly laid out details about the laptop.

Also, how good would both laptops be for general purposes? Like performance without charge, battery life, etc...
