Pc crashing and display issue.

For background, I’ve had my PC for about 7 years now. I started having issues with an overheating GPU and subsequent crashing about 5–6 months ago. Since I’m planning to upgrade the whole system soon anyway, I bought a new GPU before everything else, and everything worked fine afterward.
A couple of months later, I started having crashing issues again. After doing some research, it seemed like a power delivery issue. I didn’t want to buy a whole new PSU just yet, so I switched out the GPU PCIe cables to see if that would help. It worked, and I stopped experiencing crashes while gaming.
Now I’m having constant crashing again. Over the last few months, the crashes have always followed the same pattern. It can happen while gaming or even while watching YouTube. The screen just goes black, and then the PC restarts
Yesterday, it crashed and I couldn’t get back into Windows. This has happened before, and previously I fixed it by doing a clean install of Windows or a repair of windows. Right now, I can only get into the BIOS, not windows itself. When I boot up the system, the display just stays black. I’ll get the Aorus splash screen and I’m able to access the BIOS, but that’s it.
I’ve tried repairing windows, but whenever I try to clean the disk, the display shuts off and I get motherboard code 9E (“Reserved”) or F3 (“Recovery firmware image is found”). The display remains black afterward.
Instead of repairing windows, I then tried doing a clean install. However, before I can even begin the installation process, right after selecting which version of Windows 11 to install, the same thing happens, the screen turns black and I get motherboard code 9E. So far, I’ve tried booting with just 1 ram stick(I’ve tried each stick in each slot), using just one monitor with both dp and hdmi, and reseating my cpu and cooler. I’m not sure what else to do atp. I also don’t have any part to switch out with to test either. I’m going to upgrade the rest of the parts in a couple months anyways, but in the meantime I’d like a somewhat functioning pc to watch YouTube and stuff. Any suggestions on what I should do to try to fix it would be great!

Gpu: Asrock Steel Legend 9070xt (upgrade from 5700xt)
MB: Gigabyte Aorus x570 master
Ram: G.skill trident z 16gb 3200
Psu: Seasonic Focus gx 850 gold
Storage: Samsung 970 evo 500gb, 2x Samsung ssd.

Hi everyone, I’m a SoCal new grad nurse (Dec 2025) with a little more than 100 applications atp and no reason to believe I’ll get hired here anytime soon. After looking through other posts, the general advice seems to be relocating to another state. I’ve seen a lot of people recommending PA, specifically Pittsburgh and Philly. I’ve done some research on Pittsburgh, and it seems like a great option, with much easier hiring, solid pay, and a relatively low COL.

I just wanted to hear about some other great states and cities from you guys before I make a final decision. My main priority in relocating is to land a new grad residency, preferably in the ICU, but at this point I would take any new grad position, as this whole SoCal application process has been really demoralizing, and I just want to start working. I’m starting to feel pretty excited about relocating as I see it as an opportunity to start a cool new chapter in my life and experience living somewhere different. Let me hear your guys’ suggestions!
