Helping my brother plant flowers and other plants, but don’t want to rip out anything existing (he just bought a house). Whidbey Island PNW, plant is placed by functioning koi pond. Grew up in CA so we’re both unfamiliar with some PNW foliage. I think he has a snow berry tree in the same bed, but I can’t tell if this one is a giant weed or something else. It only sprouts where this bush of dead branches is also unidentified but it’s for sure dead), it is nowhere else in his yard. Almost looks succulent-like, but I’m a newbie to gardening. Can anyone give me some insight? Thank you!
