Help with Square Metal Shift Linkage Bushing or "Sugar Cube"

Need some guidance on replacing this without removing the starter.

I can feel two bolts I need to undo (above the area circled green) to free the bracket and allow the cube to be removed. Supposedly a spanner can be slipped underneath the starter and these bolts loosened just enough to get the bushing out. (Bushing is above the area circled red)

However as far as I can tell this is absolutely NOT possible, maybe its because this is a 3rd gen 3sgte but theres i can't see a way to do it. Just wondering if there's another way to achieve this.

Legal pod filter in NSW.

In a situation where I've imported an MR2 turbo, and need to get it registered.
It didn't have a stock intake, and it would be very unlikely that I would be able to find one for that specific year model.
So I'm looking at other options.
These 2 caught my attention.

Or this
Would either of these pass a blue slip?

Other wrinkle is that I'm gonna need to plumb a hose back from my BOV into the intake.
