Who decides how long shifts are?

i was wondering on who decides how long shifts are for crew members, it’s it’s the RL, ARL? Recently we have been getting 3 hour shifts and it’s annoying, they do this so we don’t have to take breaks and can schedule a bunch of people in a day, we all complain about it having to come to work for only 3 hours, we are a high volume restaurant . my area leader of training said it’s up the RL and ARL, but they say other wise, i pick up shifts and work 6 days a week and only get like 24 hours it’s pretty annoying, thank you
