cyber security articles recommending password managers

I keep seeing articles written by cyber security experts and they keep mentioning one of the ways to stay secure is by using a password manager app or password manager website. If someone hacks that kind of website, isn't it bad to have all your passwords on there? I just find it confusing that a cyber security expert is advising people to use a password manager. Is it just outdated advice?

Sim card data?

I used to have a samsung s7 and then bought a samsung A5, I tried to look on the phone before putting in my sim card but there was no option to turn the data use off. Only when I put my sim card in was there a box I could uncheck to turn it off. Just by doing that though even though I only had it on for a few second bell charged me the extra $20 because I have a plans for $20 monthly for my phone that has $20 discount from the regular $40 cost.

I explained this twice to the bell payment department and he just explained back to me what the charge was. Is there anyway to explain this or try to get them to remove it, I know it's only $20 but I get fed up of these places trying to get away with these kind of extra costs.
