Can curable reducer expire? (Curing issues)

Trying to troubleshoot some issues I had while curing. Lost a portion of my print (on a sweater) when I ran it through the washing machine. Cured at 320 for nearly 3.5 minutes and flash dried in between layers.
I used this reducer in my white as I’m using a pretty high mesh count, but I notice it’s only the white that’s dissolving in the wash. It could also be the ink, but I got it more recently and it seems fine (apart from a few chunks I noticed were hardened in the gallon)

Customs estimate

Hello, I’m a semi frequent buyer with buyee (this is my 4th shipment) and I usually consolidate items. I’ve had packages shipped using international ePacket light when they’re small enough, but I’ve also used international parcel (AIR). With both services, I accrued small customs fees (receiving in Canada)

I have a larger package that has significantly higher shipping rates, I think this is because it is many larger items like 12” records and CDs. The shipping options I have are EMS for 9,850 yen, buyee air delivery for 9,276 yen and international parcel (Air) for 10,000 yen.

I’m wondering what would be the best option to choose? I do not need it in too much of a hurry, but I’m also worried about customs fees. I have experience having to pay quite high fees using DHL, FedEx and other couriers I know buyee air delivery uses. Does anyone have any experience with this? Thanks so much
