How to get around an agitator (Tamon Kazushige) that causes my game to crash?
Tamon has basically ruined a really good Japanese run because the RNG system has decided to fuck me over AGAIN. Any advice on trying to get around this? I really don't want to restart this campaign again. I thought of trying to get around this by inviting an agitator to the country to fill up the second slot, but I don't know if I have enough time. Please help me.

Potential bug: Ships not building?
I was playing one campaign and I realised every nation was not rebuilding their navies. I thought it was my navy mods so I turned them off, but in my next campaign, after 10 years, none of the navies had expanded. Is this a bug on the game itself or is it a mod issue?
