My godmother's car. I think the rotors are warped because of the set screws being broken is that possible? And should I even venture to figure out how to remove the set screws once I get new rotors and pads?

I have water intrusion through the main water inlet hole and\nUnfortunately , the other side is underground at least five feet... When it rains , sometimes it looks like a water fountain.. Any insight on remediation would be appreciated
