Hello, I'm really hoping this isn't an impossible fix, is this possible to repair or is the car screwed, any Assistance would be greatly appreciated.

Good afternoon, I was hoping someone could help me with figuring out what this piece of my engine is? The engine was smoking/letting off steam, and the rubber tore apart when I wiggled the tube, is it safe to drive it from my work back home?
