Nighttime Update Makes me Unnecessarily Happy.

What age do you allow quietly staying up after bedtime?
For context, we live somewhere where sunset doesn't start until 10:30pm and proper darkness isn't until 1:30am this week. Also my son JUST turned 4.
My 4yo has had a hard time sleeping lately. I blame the long hours of daylight.
He isn't fighting us about bedtime, but he just isn't "ready for bed". Last night I came in at 9:30pm and he was out of bed quietly playing with a toy he got for his birthday last week. I told him goodnight and let it ride because I wasn't going to cause a stir with his brother already asleep in the same room.
Tonight it's the same thing. He does the whole bedtime routine, doesn't make a fuss, then wants to quietly play and "unwind".
Part of me thinks it's just fine, but the other part of me is like "bro, you're 4, go TF to bed."
What do you more experienced parents think?
