Spot round dates are out for PU and i was waiting for the third merit list to come.the website had provisional merit list 3 yet to be published option.is it true that they wont publish a third list?

I widely applied including top univeristies like du,TISS,bhu.Now that many central universities are releasing their merit list and allotment i didnt make it to first list of few which i was confident about.which ones are my best shot and will i get in further rounds?
