If my friend sends me money through fnf will paypal hold or limit my account because I'm new?

I'm not really new, like I made an underage account before and didn't know it's against the rules and that's like during pandemic era. So found out that account got limited so— can I make a new account? I mean I already made one and got it verified and put my cc in it too but just scared if I'll also experience those things that happened in horror story experience from paypal
