i completely messed up my math mark, will I be able to retake it in October/November?

I am planning to use the RPG i bought at the village on krauser, will I be able to buy another in the island to use on saddler?

currently just started chapter 2, and i realised I missed the rifle in the castle, will it be available from the merchant later or do I need to go back and start over again to get it?
