Rs. 7,000 for full Cengage set.

I am a returning F2P WuWa player who played the game at v1.0. Got very lucky and pulled Jiyan&sig (S0R1), Jinshi (S1) and deleted due to boards.
Now, I redownloaded during v3.4 seeing Cyberpunk collab.
Current situation: I have pulled for the Cyberpunk collab banner and have gotten Lucy+Sig [S0R1] and our free Rebecca (S0). I have Verina for a 5 start support I picked up in v1.0.
I am at 120 pulls in Cyberpunk tuning rewards.
Now my dilemma is should I reach 160 pulls and get Lucy S1[and maybe get lucy early(24 pity in Lucy banner)] or save up for the meigzho characters(Suisui looks like a good support, could pull her as I have no ShoreKeeper). I am thinking Lucy S1 or S2 under the assumption that LucyS3R1+Rebecca+Verina (SK if I get her later) would be able to clear future content till maybe v5.0 ?
Guys, need perspective.
Convene situation as of 19-6-26:
I have 9 Cyberpunk DreamCacher Tides and asterites for 28 pulls. I also have 46 normal DreamCacher Tides.
tldr: Returning player, have lucy S0R1, Jiyan S0R1, Jinshi S1. Need perspective on how to prep my account for future.
