I recently booked flight from Pittsburgh to Bangalore via Etihad on Expedia. Accidentally I did not add baggage while booking the flight (just +50$ for 2 bags!). When I went to the counter 2 hour before departure, (the first flight was handled by delta airlines) they mentioned that I need to pay 260$ per checked in bag. I was shocked to hear but I realised it was my fault and I agreed to pay for it. The staff at the counter then generated my boarding passes but I couldn't make the payment for the extra baggage. The transaction was declined every time and I tried alternate payment methods like my Chase debit card, apple wallet, personal credit card but none of them were able to get my payment through. I did not get any message from the bank that transaction was declined and I think this is an issue with payment machines at the counter. The staff at the counter tried for about 20-30 minutes but they could not process it and hence I missed my flight and I booked another flight.

I would love to know what I could do to get the refund. I already raised a refund request on Expedia but they are taking very long time (almost a week now) and there is no proper response from Etihad as well. I have disputed my transaction on my credit card. As next steps should I raise a request on US DOT ? I do not know what to do. Please advice.
