If a human is killed by I.M.P., the narrative sometimes tells us they deserved it. If that same person is killed by an Exorcist in Hell, the narrative tells us it’s genocide. By the time Adam reaches them, the show expects you to have forgotten that these are the exact same "shitty people" I.M.P. was slaughtering for cash. The only thing that changed was their character design and which protagonist was interacting with them. Sinners are in Hell because of their choices. If I.M.P. kills a human, they are taking away that human's "time" to potentially change or seek redemption on Earth. So ironically, I.M.P. is more of a threat to redemption than the Exorcists are. Adam only kills people who are already dead and have "failed" the test; I.M.P. ensures they never get to finish the test in the first place.
