My star wars tape does this, other tapes works fine. Is there anything i can do to make it better and what causes it

I have been making couple of my own rgb cables so just to sanity check.

I want luma sync cable, so i connected ps2 pin 5 to scart pin 20 is this correct? For crt use is something else better?

Also does ps2 pin 10 to scart 8 serve any purpose? If i have pin 8 connected like that my crt goes into 16:9 mode, it works fine if i just remove scart pin 8 but should i add resistor behind it to bring voltage down?

Any other tips are welcome.
