How many people walk their havi on a collar or on a harness? After many attempts mine still pulls. Help!

What do you think of a neighborhood Morkie humping every dog it comes near? He has been fixed. When mentioned to owner they become defensive because I heard they think they’re better than anyone else? I was thinking of getting one, but I certainly don’t want one if this is their normal trait of a male.
