It is Tamar again… surprise war me on first contact, then I beeline military to push back and take Rustavi, the only city somehow not have a wall.

The loyalty pressure around it is insane, so likely going to rebel in 5 turns. I am confident to retake it 2 to 3 times.

What could I do to get most out of it?
