Flying with sewing supplies

Hi everyone! I've checked the TSA website, and it for some reason says circular thread cutters aren't allowed. I was wondering if anyone has flown recently with this particular item in their carry-on, and if it was a problem. This is clearly safer than scissors, so I don't understand. Maybe someone has more information?

Hi, new here, but I have a question. I have the Unicorn Defends Himself dress (pictured), and I love it, but I actually really want to remove the bustle cords. I've never done it, because I don't have another dress with them, but I am an experienced seamstress and I both make my own clothing and adjust premade pieces for myself.

Has anyone ever done this to one of their dresses? Any advice is welcome, but I'm not worried about resale value because I don't plan on ever getting rid of it. Thank you!
