Managing St Pauli in Bundesliga
Wanted to scout a player but I cant because he is "outside scouting scope"
Never had this before even with smaller clubs for example with 2. Bundesliga Clubs
How can I fix this?
Do i need a new chief scout or do i just need to set a scouting focus to these regions?
Does someone have the current Nuzlocke rules for me and can maybe answer some questions?

Like 90% of time when I watch my games and I get a penalty my strikers miss (tried multiple players with different stats)
As soon as I simulate a game and we get a penalty 90% of the time they score
So are they shy? Are they nervous when I'm watching?
Can they take a piss on public toilets when they are this shy?

What's the issue with this?

One of my players has a Release Clause and it is very low.
Some bigger clubs already tried to buy him via this, but he luckily didn't want to leave.
Now I want to give him a new contract to get rid of it or at least get a higher one.
Problem:
He doesn't want to negotiate until the squad gets "significantly improved".
I already bought some good players but they weren't enough.
Since they were pretty expensive, I can't buy much more players.
Now I'm thinking about getting a lot of loan players so he thinks the squad got better (I don't plan to let them play and am hoping the clubs will take them back).
Will this work?
Will loan players count as improvement for him, and is it important how old they are?
Like, is it better to get old experienced players or good young players?
And does he just want to have a bigger squad or does he want a general improvement of quality from the players?
