International Sale - Package could not be delivered due to incomplete receiver address
I sold an item to a buyer in China. I used the ebay international shipping option, so I bought the label, sent it to the US based ebay shipping hub, and from there ebay sent it to the buyer in China. But since April 30 it's said that it could not be delivered since the receiving address was wrong/incomplete. I called SF express (the carrier) and escalated the situation. The buyer made an item not received request, for which I sent them a message about the tracking status and gave them the latest tracking number. If they can't deliver the package will I need to refund the buyer with my own money or will ebay cover it? Isn't it ebay's responsibility once the box reaches the international shipping hub (which it did)? Thanks.
