Switched an old windows tablet to android and need help getting back.

Ultimately I was just seeing if android would run better as I didn't really have a use for windows 8.1 at the time and android would allow me to have a larger screen than my phone for games...it was worse. The tablet is an Asus Transformer Book T100. Getting android on it was slightly bumpy but mostly straight forward. But I cannot find a way to make it read the bootable usb with windows now. I set the usb as first boot option and disabled second option. However it refuses to grab it and boots directly to android. I have made many of these bootable drives for installs of various things so I am confident that part of this process is not the issue. I attempted to make the install Windows To Go but that is not supported at the hardware level of a usb drive without software I do not have nor can I get. I am fully open to a live version of the install so I could potentially just start the install from within that instance of windows as I have done before, but I cannot find a 8.1 live version to download. I would like to keep the touch screen feature but I do have a copy of windows 7...from back when windows was actually a good OS. This is not a machine that I intend to access the internet on so I am not worried about an unsupported outdated OS. I am of the mindset that "its not possible" is not an option, I just haven't found the way yet. If any of the original windows recovery tools are somehow still on it, I do not know how to access them. any advice would be appreciated.

I keep having 2 suspicious devices logging into my account. I log out of all devices, change password and within a day or two these phones are right back on my account. I do not own these devices nor do I sign in to my account on any device except my own which have unique names on my account. I see these devices in Find Hub and in my account device details. My question is how do I find out who owns said devices? I have my suspicion of who it is but I need to be sure before I make the next step. I talked to my wireless carrier and they will not help. Cops seem to be more or less useless as their "we'll check into it" seems to just be a pasifying statement.
