What can I do with my hair? Any haircut that would look better?

So, this is my hair. As a child it looked better, then in my teenage years it started to get more thin and dead, and this is it now (28 years old). I wash it, using both shampoo and conditioner, and usually let it air dry (probably blow drying it once a week or less). I can brush it, and it will look a little bit better, but give it 10 minutes and it's back to this. Even worse when I go outside in any wind/rain. What do I do with this? My hair has been my big embarrassment for almost all my life. Also, in case anyone is wondering, I have never bleached or dyed it to damage it or so. My last haircut was in January, and just removed the dead ends and added some small layers. I really don't want to sign myself up for long and/or expensive care routines, but is there maybe a haircut that would look better than this?

P.S. Forgive the bags under my eyes, haven't been sleeping well recently.

I finally broke up with him

I did it. After a relationship of 2.5 years with someone truly perfect except for the consistent cheating and lying starting after year 1, I broke up with him just now. We had a massive talk after I found out he had a dating app on his phone. Ended up deciding to move forward despite it, he promised nothing happened and he was just looking and that he will change etc. But he always lies so I knew I had to check his phone when he was asleep. Found out he asked a 19 year old girl (he’s literally 30) multiple times when to meet up for sex. Woke him up and told him to gtfo my house. I feel so proud of myself for finally standing up for myself and saying “no more”. Afraid of the future and being alone but we will see about that later..

EDIT: Guys, I know he’s not perfect if he cheats and lies. But surely we can accept that I can have a lot of shared interests with a cheater and liar, and that he can have other traits that are actually great, okay? Not saying that to defend him, but it’s not that black and white and bad people can have some good qualities.
