Broken Retractible Cargo Cover

I got this 08 Prius last year and the cargo cover seems to have lost its ability to retract. Anyone fix this before? Replacements seem to be a bit expensive.

I posted about my grom almost a month ago with electrical issues and finally found the "fix." Now onto the next issue. Starter will not turn over. Fuses are good, has new battery, Starter solenoid is good. Bike turns on, fuel pump primes, but when you push the starter, nothing. Not even a click. Any pointers on what to check next?
