
The base Backup/Pack away for safe storage tool is the Base Reconstruction tool - Just a different sub action
Due to do many horror stories of recent please read the basic Funcom Server transfer Guide when migrating.
Or get familiar with the Base Reconstruction if you are jumping before Server merges.
All of these issues are so avoidable with a little bit of reading.

If your world is not closing or you want to make the jump earlier to ensure a location is available etc then back up everything and make an early jump.
My Biggest takeaways from the process after multiple server changes.
FIRST - POCKET A SCOUT ORNI or SANDBIKE VIA VEHICLE BACKUP TOOL AND PUT SOME FUEL IN YOUR BACK PACK.
SECOND - MAKE SURE ALL OTHER VEHICLES HAVE BEEN BROKEN DOWN/DISASSEMBLED AND PLACED IN BASE STORAGE.
(If you don't your vehicles just drop to the ground and depending on how many you won't fit them in your backpack when breaking down to parts)

How to use safely to also be able to travel around your new server on arrival.
Equip the tool.
Point it to the base that you wish to store.
Click the "Backup Base" option.
Your base and all of its placeables and building pieces will be stored and linked to your character, you can create a new reconstruction tool and place the same base.
A stored base does not consume power, or taxes (which have since been removed from the game).
To retrieve a base, equip the tool again:
Select "Place Blueprint".
Choose a spot.
Adjust the hologram in accordance with the geography of the new location in any particular way you like.
Click to place it.
The "Snap to origin" option can be turned on when placing the base to place it on the previous spot. If it is occupied or another Sub-Fief Console is too close then one may need to swap to another Sietch if the original place is the only compatible spot.
Notes
Only the owner of a base can store it.
Up to 3 owned bases can be stored.
If the Sub-Fief Console is on terrain, the base will not be stored. A foundation needs to be placed it.
If there are buildables attached to the base, but outside of the Sub-Fief Console's limits, the base will not be stored. Everything needs to be inside the Sub-Fief's limits.
The Base Reconstruction Tool cannot be lost upon death (even to the Sandworm).
If the tool belongs to player A and player B gets it, player B will only be able to see the bases that player B has stored.
What does it NOT store?
Assembled vehicles are not stored and will fall to the ground.
Vehicles that have started to be assembled and not finished will not be stored.
Additional permissions will not be stored.
All of the above apply even when the base is restored in a different Sietch.
Restrictions
The tool can only be used in Hagga Basin, both for backing up and restoring.
The base cannot be restored in an area overlapping with another land claim.
The base cannot be restored in an area overlapping with a "no building zone".
Bases with Advanced Sub-fief Consoles cannot be placed in Hagga Basin South.
Placement isn’t possible while another player stands in the destined land claim, even if the player is not overlapping with any buildable blueprint.
It’s not possible to restore a base if it’s overlapping with a vehicle. If the vehicles are in the land claim but not overlapping with buildable or placeable, then it’s allowed.
Once a Sub-Fief or Advanced Sub-Fief are placed with either the Construction tool or Building Reconstruction Tool, it starts a 7 day cooldown before that Fief can be stored in the tool again.
