I have a wooden frame surrounding the window in my bathroom. We decided to paint it with gloss white (what it had before) we sanded the frame back and filled some holes but after drying the grain of the wood is showing quite a lot. How do I make it have a smooth finish again?

I have a Kona paddy wagon, I’m pretty sure this is the right headset size that would fit the frame. My question is what forks will fit. Are all forks a standard taper size at the bottom? I know I need 1 1/8” (28.6mm) top diameter fork. I don’t seem to always see the bottom diameter or product details.
