All ads stuck on "Eligible (limited) – Under re-review – Not allowed in [country]" for 5+ days, no policy named. Anyone seen this?

Small web design studio here (EU, Slovenia). Since Oct 3 every ad and asset in my account has the same status:
Eligible (limited) → Under re-review → "Not allowed in [country]", "Google found this issue with automated checks".
What I've noticed:
It follows whatever country I target. My Slovenian Search campaign says "Not allowed in Slovenia", and a test campaign for the US says "Not allowed in United States".
It hits every asset, even plain headlines like "Website design" and sitelinks to my pricing page.
My PMax campaign went from ~800 impressions/day to zero on Oct 3 and has been stuck since.
No specific policy is named. "Read the policy" just links to the generic ad review article.
Advertiser verification completed Oct 6. Billing is fine, no suspension, no warnings.
Google Ads support (email, AI-assisted reply) said the account is in good standing, there's no violation, it's a "routine automated safety evaluation", it takes 1–2 business days, and I shouldn't edit anything. But PMax has been limited for 5 days already.
Questions:
Has anyone had this "under re-review / not allowed in [country]" status on all ads at once? How long did it take to clear?
Did an appeal help, or does it just restart the review?
Could it be triggered by something account-level? For example, verification having just been completed, or a mismatch between the verified name, the business name in the website footer, and the brand name in ads.
