Need help tracing ancestry village address

Trying my luck here
My father has a burning desire to visit our ancestor's village and we will be going to GZ with my family and making a side trip to Chao'an to take a look if possible
This is my my grandmother's writing where she wrote down address and some details of our ancestry roots and village address I reckon.
I can read Chinese words but I have zero clue what some of that means cos it looks like very traditional Chinese phrases or stuffs.
From what I can decipher and with some help from AI
中國廣東省潮安縣 (China, Guangdong Province, Chao'an County)
意溪鄉霸街下蔡 (Yixi Township, Ba Street, Lower Cai).
To me I have zero clue what the 下蔡 means. But my surname/last name is 蔡
**鸿喜蔡府君 (**Mr. Cai Hongxi. I think could be my late grandfather's name. No idea as he passed on when I was born)
生於辛酉年六月初一日酉時 (I think talking about birth year)
終於甲子年十月廿日卒時 (I think talking about death year)

I am not sure if this is the correct current location where the ancestor's village is at.
Please correct me if I am wrong or if by any chance know where the ancestor's village current location is at, it would be very much appreciated.
