I have an Office Laptop with Win 7 Ultimate OS and I want to use it to start to learn programming.

I always dream to make my own H-Game and I wanted to know which program engine I should install. One thing in my mind was ''RPG Maker'', since ''Imouto Fantasy'' was based in this engine and it has a both Turn Base and Training Simulator gameplay. Also, is there a programming tool I should try and train first, like let say Command Prompt so I can be familiarize with the codes/languages?
