OCCT VRAM test instant crash on a new 9060xt gpu

The OCCT VRAM test crashes instantly no matter what percentage of VRAM is selected. There is no BSOD or driver timeout it just gives a GPU1 crash error. I ran the 3DMark Steel Nomad benchmark and got a higher than average score, and I've played some games that used 8-9GB of VRAM without seeing any artifacts, game crashes, or driver timeouts. Is there a known bug with the RX 9060s, or did I get a faulty unit? I'm asking because my 7900 XT does just fine in the exact same VRAM tests.
