At one point of my play through when I try to buy a technology I just can't. I just spend resources and do not get anything from it, so I can't progress. Has anyone encountered this issue?

I have deluxe edition of the game, but when I'm in the game in main menu it says "Buy DLC". What should I do and why doesn't it work?
