Euro plate?

Behind this plate frame is a cracked grille that is pretty ugly, covered up by a shady used car dealer. I’d love to just replace with a black mesh grille but I believe the bumper has to come off.

Is this indeed a euro plate frame and can any plate fit on this? Never had a euro plate so not sure how that works!
