Terrible 1% lows with Ryzen9800x3d causing stutters in games

Hi all. For some time now, I've been having a problem with my PC.

First of all, I have a Ryzen 9800x3d, RTX 5090, Tuf Gaming B850+ wifi and 64gb of ram (expo enabled so running at 6000 with fclk at 2000mhz)

The problem is that I'm having bad 1% lows while playing games (mainly Diablo 4 and Destiny 2). My fps are capped at 240 (dlss 4.5 and frame generation x2 in Diablo 4), but the lows dips to 50-60 causing microstutters every few seconds.

I tried pretty much everything I could find on the internet about this. Windows 11 settings, in game settings, nvidia settings, bios settings. Nothing is working. My temps are all good and I also did a bunch of occt stability test and everything was fine.

All of my drivers are up to date. I formated a couple times and it didnt fix the problem either.

I just don't know what to do anymore. I'm about to give up and just live with it lol, even though it's pretty annoying. I just don't understand what could be causing this issue.

Any help would be much appreciated !

Hi all.

I was wondering something.

I have a lot of stutters/micro stutters when playing D4 now on my PC. I bought my new computer about 6 months ago. The stutters started maybe 1 month ago, but it seems to be worse since the release of the new dlc. (I did not change anything)

As far as my pc goes, i have a ryzen 9800x3d with a rtx 5090 and 64gb of ram (it was my first new pc in about 15 years lol). Surely it should not run that bad on this configuration ?

It seems to happen pretty much anywhere, but it's worse in town and in helltides for some reasons. I walk for a couple of seconds and than there's a micro stutter, i walk again, out of nowhere another stutter. Same thing when a bunch of ennemies appears at the same time. My fps stay high, but the 1% lows dips everytime there is a stutter. The latency with the server is about 55ms.

I tried a bunch of supposed solutions I found on the internet, but nothing seems to fix the problem.

Anyone else has a similar problem ?

Any suggestions on how I could fix this ?
