“Scaling” vs “root planning” difference?

What are the differences between scaling and root planning. My understanding is scaling is removing calculus above gumline or at most going ~1mm below gums; and root planning can go 3mm+ below gumline to scrape and calculus stuck on root. Am I understanding that correctly?

And how often should one be doing them to maintain good oral health (assuming no active disease or gum issues)? Is scaling adequate, or should I also be doing root planning regularly too?

When I get my “routine cleaning”, I have no idea whether it’s a scaling or root planning. If it’s just scaling, should I also ask for them to add root planning?

I’m from Canada if that makes any difference.

Appreciate any advice!

OSAP thresholds changed?

Does anyone else think the income thresholds for calculating OSAP has been sneaked in along with the other obvious grant cuts?

After the changes: it seems all income up to around the $35k mark will yield the same OSAP funding.

Before the changes; I noticed there were very clear incremental decreases in funding as income rises above $0.

That’s means before the changes, OSAP argues someone on $30k income does not require as much financial assistance as someone one $0 income. But now, after changes, OSAP is now saying someone on $0 income has the same financial need as someone on $30k income. Not sure what to make of this change, but it’s also not officially stated, so not sure if anyone else noticed this.
