How to get institutional library data

Hi, I'm researching (independently) on library book borrowing habits and its correlation with academic performance. Mainly to study whether too much pleasure reading affects academic performance and other questions like that. I need some data from universities and their library

  1. List of books issued student wise, better if it is classified genre wise, date of issuing and date of returning

  2. Students GPAs semester wise

How do I go about asking/gathering that dataset. If any university library is willing to collaborate it is more than appreciated.

Can it be patented?

So the idea I have is very simple and I don't want to disclose the whole detail but I want to know whether it can be patented.

Laundry pods are pods/sachets of PVA(polyvinyl alcohol) encapsulating laundry detergents which just needs to be put in the washing machine and the water dissolves the PVA coating. I saw a similar problem in a different area where powders are weighed and measured to mix together in water to make something*. I thought this could be done by putting the pre measured powder components in PVA pods.

*That "something" is not a food item or edible and medical application.

I was wondering if it is patentable because neither have I invented the PVA (polyvinyl alcohol) nor have I invented the formulation. It is just a new way of storing or delivery mechanism so to say. How to draft applications for such types of ideas to get it patented
