In CA surrendered weapons can't be resold (or any of the parts). This one will be melted down, turned to confetti, or made into shitty shovels by some hippie artist.

I would guess the owner is likely getting on in years or has died. These guns were required to be registered at one point as 'assault weapons' and cannot be transferred within CA.

Anyone here remember the former National Shooting Club in Santa Clara?

I used to shoot there pretty regularly in the late 90s and maybe early 00s and bought a lot of guns from them during the dot-com heyday (sadly I had to sell nearly all of them after my divorce). They shut down and Reeds' took over the spot at or around the time the San Jose store on Alum Rock closed.

They had a Colt 9mm carbine for rent. I never got a chance to shoot it, but I recall going there one time and saw the gun was gone and the regular staff (some younger women) were absent too. I was told there was some incident where someone had rented that carbine, came out of the lanes with it and tried to rob or possibly kill the employees/patrons there at the time. One of the employees shut that down by shooting the perp.

Right before the Y2K ban in California they had a boatload of Bushmaster carbines and receivers in stock. There was also a consecutive serialized pair of unfired HK SP89s in the case that I wish I had bought then when I was still making good money.

I also recall one of the Calguns mods (Chris) worked there.
