Electricity rate limit for Serviced Apartment

I am living in a Serviced Apartment in Cebu City. I am being charged a minimum electricity rate of ₱20/kWh, plus a 10% service charge. The going rate from the electric company was ₱13.74/kWh last month. When I asked about the bill for last month I was told that the ₱20/kWh was in the lease contract. I was under the impression that the law stated a tenant could only be charged a reasonable handling fee above the rate from the electrical company. Am I wrong in my assumption? Can they really charge me 60% over the going rate from the provider? If I am correct, what steps should I take to correct this? Thank you for any help you can give!
