Is this abuse?

So for context I just rehomed one of my rats because he lost his cage mate, but the girl who bought him seems really uneducated on rats, does this look like abuse? Or am I overthinking, she sent me a picture of him and his new cage mate (he’s the white one on the left) but I’m pretty sure she cut all of their whiskers off.. I was trying to give her the benefit of the doubt but I don’t know what to do, can I report someone for abuse??

What do I do!? My guppy was found completely destroyed but still alive

We were out of town having someone feed our fish and when we came back two of our fish were missing, one fish the first one we found was very much dead, the second fish we found is still alive. But we don’t know if he should be kept alive in the state we found him in. His fins are all completely destroyed and his whole body is bent, we just put him in a hospital tank and give him medicine but It looks to me like he’s suffering. Should we go buy some clove oil tomorrow? Or give him a few days with the medicine we just gave him. On a side note does anyone know what could’ve caused this?? He was doing just fine the other day. We have a lot of shrimp and I’m wondering if they did this to him somehow.
