What is a CFO responsible for broadly speaking?

I currently believe a CFO is responsible for the key financial activities of a company. From this I've come to two key areas:

1: Financial Management

2: Financial Reporting

I'm wondering how others view the role of a CFO and if you have a different opinion on a CFO's key responsibilities, or any feedback on my opinion.

Context: I'm attempting to design a finance department for an organization. Most organizations I see have FPA and Financial Reporting which is where I'm coming to the conclusion of financial management and financial reporting. I've considered internal controls, financial policies, financial systems, and other supporting roles but I believe these ultimately support the goal of good financial management and accurate financial reporting.

Do departments have rules where managers must consider candidates in pools?

My understanding is managers should be staffing positions on the basis of merit, whether it’s using a non advertised or advertised process. But I’m wondering if there is a gap here somewhere with candidates in existing pools not being considered in a managers staffing action.

As the choice would ultimately require the best fit candidate I feel the manager must consider the existing pools in addition to the candidate they would be considering for non advertised since they should theoretically have a level of awareness regarding those candidates.

A company I applied for has a policy where applicants must not have misused drugs one year before they applied.

I applied being aware of this (it was probably one or two months since I stopped).

It has now been 9 months since I applied and we are discussing the potential of a job.

I touched drugs once 4 months after my application.

I reached out to the hiring manager directly to withdraw from the opportunity as I was reminded of the company policies during the hiring process as I felt it conflicted with my personal ethics.

That said, it is making me distraught because I do not currently have a job and it was an opportunity to stabilize myself in a job market that is very challenging.

Does anyone have any suggestions on what I can do to settle this internally?

A CFO from a corporation I’m really interested reached out to me on LinkedIn and is interested in meeting me.

I’m really nervous and really don’t know how to approach preparing for this. 

Does anyone have any tips?

My grandfather on my dad's side has a certificate of naturalization under the British Nationality Act, 1948. He was a citizen of Malaysia. I think he was born in China and emigrated to Malaysia though I'm not sure when. My dad was born in Malaysia in 1961 after my grandfather was naturalized. I was born in Canada and am a Canadian citizen.

Would I be eligible for British Citizenship?
