Can someone breakdown which campus we get on what rank . This is such bs

Um so i changed my college before joining nmims so i have tc but they did not give me migration certificate . do we require migration certificate, even if we are changing the college within the same city or do I need to put my class 12th migration? my old college did not return my 12th migration certificate.
