Uncle STILL living with us. Is there anything I can do?

Hi, I'm 19F and still living at home with my parents (that's a whole different post, don't bully me lol), and not really able to move out anytime soon. For the past 3 years, my (formerly) homeless 37-yr-old uncle has been sleeping and living on our couch. What was once our family living room is now his bedroom. It began in 2023 with a text from my father (uncle's brother) explaining that our uncle- whom we had not seen for several years- would be staying on our couch for a few days. At first, it wasn't so much of an issue (except for the fact that I have crippling social anxiety and it stopped me from being able to live comfortably in my own house), because he would help out a lot around the house and he's generally a pretty nice guy.

The unfortunate issue is that he's also pretty stupid. He's always been notoriously irresponsible with money, and we don't know exactly when he became homeless, but it's very clear that he's dug himself into this hole all on his own accord. He's been fired from almost every job he's ever had, whilst maintaining a victim sort-of mentality that it's never been his fault. I would like to say that I'm an extremely empathetic, kind person, and it's very rare that I would consider shaming someone for being homeless or not being able to hold down a job. In this case, however, there really is no room for sympathy.

My parents ask him for $400 monthly, but he frequently misses payments. He has ceased helping out around the house- in fact, he now creates a plethora of new messes for me to clean up (I am the housemaid of the family lol). He still has yet to find a job outside of Doordashing, has been rejected from places Taco Bell and Mcdonald's (like, how?), and spends every spare dollar on lottery scratch-off tickets, beer, pokemon cards (I will try to reply with a picture of these, because you couldn't fathom the amount that he's gathered within the past few months if you didn't see it yourself- I'm talking thousands of dollars worth), and restaurants. Also, as kind as he is to me, he's just one of the most annoying/infuriating people I've ever met (TRUST ME- you would agree. Everyone who knows him does.). And if it wasn't bad enough before, he also has repulsive hygeine habits. I understand you become accustomed to that when you don't have a home, but it's pure laziness at this point. His toenails are constantly longer than my fingernails, he hasn't owned a toothbrush the entire time he's lived with us, wears the same outfit everyday, and hasn't washed the blanket he sleeps on top of (lol) once in 3 YEARS. I share a bathroom with this man- and clean it. Let that sink in. We've also mentioned these things to him multiple times, but with only frivolous, sarcastic answers in return, and never any real embarrassment or motivation to change.

My mom, 2 younger brothers, my dad, and I all absolutely hate this situation. The issue is that my mom cannot say anything without the help of my dad, and he refuses. He (much like his brother) is an alcoholic with ADHD, and generally hates confrontation. All of these factors combined make him much more inclined to just deal with it, especially because he gets extremely drunk every single day and can ignore the issue easier than the rest of us. Also- him and my uncle barely speak at all and have a super strained, awkward relationship, which just makes this all the more uncomfortable. My dad is afraid to speak to him in general, but he definitely won't ask him to leave for fear that we'd just be kicking him out on the street again. Surely at least an ultimatum is in order? I realize this is ironic coming from me, who is also a freeloader, but I pull my weight in many ways, and I'm not almost 40. I'm a little resentful of my parents for letting this carry on so long, and I often feel like I might be approaching the situation in a more mature manner than they are. Advice?

TL;DR: My uncle has occupied my family's living room for three years, with very little to compensate for my parents letting him stay here. I know it's extremely long, but I highly recommend reading the whole post, as every detail is crucial to fully understanding this situation.
