Does anyone know how to obtain an Indian Police Clearance Certificate from UAE? I have never lived in UAE, but I will need one as citizen of India. Can I apply from Dubai or Abu Dhabi?

I am in a pickle here as I am not able to get all the information I need to start my application process. I completed my 10th and 12th grade in an Indian school (CBSE) from UAE but I finished my bachelors and masters in USA. My qualifications include Bachelors in Engineering and Masters of Science in Management. I am applying for German program and would like to know, if I need an APS certificate for my highschool degree. Has anyone been in this situation before?
