Add new ads to the old campaign, or build a new one?

I'm running a small store and had one Meta campaign set up with a separate ad set for each ad. A few months ago I paused everything at the ad set level because cash flow couldn't keep up with ad spend. I'm now in a position to start again.

In the meantime, I've produced several new ad creatives, and I'm unsure how to structure things going forward:

  1. What's the general logic for deciding when to create a new campaign vs. a new ad set vs. just adding new ads into an existing structure?

  2. Should I put the new ads into the old (paused) campaign, or start completely fresh? Does a paused campaign retain any learning/pixel data worth keeping, or is it cleaner to rebuild?

For context: low budget, cold traffic, just 2 purchases on the pixel, so I'm running Manual Sales rather than Advantage+. Any rules of thumb for campaign structure at this stage would be much appreciated.

Has anyone tried out some of the 3PL's and what were yout experiences with them? Which ones can you recommend?

I've been looking into Future Fulfillment and I see mixed reviews about them?
How is the typical pricing and are they legit?

Events or open entertainment shows this weekend

Will be visiting the city only for a weekend (5th-7th June). Will there be any events going on during this time that is worth a watch?

Could be anything from fire shows to parades etc.
