riot shield, freeze, shorty, Rpg - how do I fight this guy 😭

Relatively new player here, the first pc player i fought is this annoying dude who had these four weapons apparently while I still had the default loadout, im thinking how to counter guys like these in the future. I don't exactly know how these weapons work but I do know the rpg is a projectile weapon and I can just dash away and the riot shield is just mw2 riot shield
