Toronto (York) vs. Brock (St.Catherines) vs. Montreal (Concordia)

Hey everyone, I'm an older transfer student (29) finishing up an Associate degree in English, and I'm looking to transition to a Canadian university (from the U.S) to complete my Bachelor's. I am feeling completely torn between three different cities and universities and I was hoping to get your feedback on which you think would be better.
My long-term creative and career goals span a mix of Creative Writing/Narrative Design, or work in script writing (especially in animation).
The current degrees I'm looking at are
York BFA Screen Writing
Concordia BA Creative Writing
Brock University Interactive Arts and Digital Media
Any feedback on these universities (and the cities they are in) would be great! Especially culturally, I really would love a location where I can connect with a vibrant, active queer community

For context I was born and raised in Canada until I was 13, when my mother moved us to the US. I have been here ever since and have recently been attending community college here. My question is would it be worthwhile for me to move back to Canada to finish a four year degree? College here in the states is just so expensive, and from my understanding generally universities in Canada are cheaper for domestic tuition. What are your opinions?
