Where can I find this Playable Champ mod for Postal 2 shown in this video?

The reason why I'm looking for it is because I want to do a challenge to if it's possible to beat the game as Champ but I'm having trouble trying find the mod. So if anyone has the mod or the link to it, I will be pleased.
