Enemy respawn question

Is the enemies respawning in this game? Tried to restart and teleport to dungeons and still nothing. Does it respawn only one time on the next day? I need to level up i cannot defeat these boss with a wickedly super strong assistant.

Getting into this hobby - Advise please

I am in my mid 40’s and now that I have budget, I think I can get to this hobby finally. Kindly please advise your old man here how to start. I can google too, but I believe alot of people are experienced already in this hobby. I am planning to buy this race track to begin. I don’t know if this is good, so kindly please advise. What to buy for a starter and i will google/youtube from there. Thank you community.
