Is this monitor at fault or gpu ?

Monitor is new like 9 days old only, yesterday playing valorant this happened suddenly, for like 20-30 seconds , one time only , yet to happen

Now I am wondering if is the fault of my new monitor or gpu . The monitor is still in return window . Pls anybody help me identify what's at fault

cheap air coolers for R5 5600x pls

been using 5600x with its stock cooler for months now , but temps climb up-to 84-87C easily.

while its not throttling (i think) , i want to have a better cooler that can keep it below 60C preferably (below 70C is also fine)

but the budget is not much now , i already spent most of my saving in buying new monitor which is now causing more load as now resolution increased.

people say cheap thermalright are good but when i searched there were way too many of them at around 3k price point , and honestly they didn't looked like strong enough for cooling.

coolers being weak point in my pc building as this first time i am looking for coolers.

any kind of advice is appreciated , thanks
